I have already completed the Tatooine star map and returned there to finish up this side quest. I've already killed all the sand people at the sand people enclave. Is it still possible to find Mission's brother? And if not how do I clear this out of my quest log?

To find Mission's brother I believe she has to be a member of your party while you are in the sand people enclave.
No she doesn't have to be in your party cause I never took her anywhere after Taris. Her brother simply says he'll find your ship and talk with her and whatnot. Nevertheless you should have looked around for her brother the first time you were at the Sand People Enclave. Games are funny like that sometimes and returning to an area after the main quest has been completed a certain way often results in side quests becoming unavailable for completion.
That's true, although the side quest will still appear in your queue.
Yup. Which is kinda annoying. I know with Dragon Age when you embark on the final leg of the main quest towards the end of the game all uncompleted quests vanished with the main quest being the only one still active (obviously). It might have done that with KotOR but I never paid any attention really.
I think Kotor II might do that, but I'm not sure.

i can see why. but she's a great shot. not so good with a blade, though.
The only characters I ever allowed to wield a blaster or the likes were my droids... because they were lame and couldn't use any melee weapons. Seriously HK-47 would have been super bad ass if he could have used a melee weapon like Grievous's MagnaGuards. And T3-M4 just completely sucked. Nothing would help him. At all.

He just was. T3 was an ugly looking droid who sucked. R2 was epic.
