Our power cannot be transferred from a Morin to one without Morin blood. It seems to have a mind of it's own and must be controlled by a very powerful being.
Morin children when they are born have weak minds and cannot control this and so are placed in something like a statis by the mother, causing them to lose their power until they are of a certain age.
